Coordinated gap funding

VETTS is designed to coordinate available resources first, then pay justified educational gaps directly to approved providers—never ordinary tuition cash to participants.

High-touch persistence support

Every funded participant receives a success plan, scheduled check-ins, Green / Yellow / Red monitoring, and fast human outreach when risk appears.

Barrier resolution

Transportation, housing instability, childcare, academic readiness, finances, and other barriers are addressed early through support, coordination, and closed-loop referrals.

Provider accountability

Programs must pass legitimacy and quality review, report progress, protect participant data, follow refund rules, and earn annual reapproval.

A verified career bridge

The relationship continues through credential completion, employment, retention, and 30-, 90-, 180-, and 365-day follow-up.

Eligibility begins with service. It never ends with a checkbox.

The standard is 36 cumulative months of qualifying active-duty service. Qualifying periods may be combined.

Applicants below the standard may receive an objective written equivalency review based on established criteria.

Service, separation circumstances, readiness, need, and the opportunity for transformation are considered with meaningful human judgment.

Final public eligibility, documentation, selection, appeal, and funding criteria will be published before any application period opens. VETTS eligibility will not alter a person’s official discharge characterization or establish VA eligibility.

Every signal gets a response.

Dr. Ciarla brings Navy service, academic advising and new-student orientation experience, doctoral research focused on student-veteran success, and current adult-education teaching in Southern Nevada. VETTS grows from a simple conviction: veterans deserve more than access to a program—they deserve the structure and support to finish, move into meaningful work, and keep advancing.

Important questions.

Is VETTS currently accepting applications?+

No. VETTS is in controlled nonprofit buildout and launch-readiness preparation. An application period will not open until critical legal, governance, funding, provider, data-security, and capacity gates are complete.

Will VETTS simply pay tuition?+

No. The model combines coordinated educational gap funding with orientation, an individual success plan, progress monitoring, barrier intervention, employment transition, and long-term follow-up.

How will educational assistance be paid?+

Authorized educational assistance is designed to be paid directly to an approved provider after required verification. Educational funds are not ordinarily paid directly to participants.

Is VETTS a VA or government program?+

No. VETTS is an independent nonprofit initiative. Its eligibility review will not change a military discharge characterization or determine eligibility for VA benefits.

Why begin in Southern Nevada?+

VETTS is designed to prove a high-touch, accountable pilot locally before considering broader scale. Cohort size will be set by real funding, provider readiness, and the number of veterans VETTS can serve exceptionally well.
